Executive Order 119 requires that personal data processing and AI workloads for government agencies, healthcare providers and financial institutions take place inside the Philippines.

For most AI vendors this is a blocker — inference runs in a foreign region on shared infrastructure. Pilipinas AI was built the other way round: the hardware, the models and the conversation records never leave the country.
