Proto and Encrypted Co. Ltd have agreed a partnership to bring AI agent infrastructure to government and enterprise clients across Rwanda.
Encrypted Co. Ltd is a Kigali-based IT infrastructure and cybersecurity firm, working with corporate, government, and multi-country organisations across East Africa. The partnership brings that technical credibility and client reach together with Proto’s AI agent platform.
Rwanda at the centre of the partnership
Rwanda is already an established market for Proto, with an existing AI agent deployment supporting the National Bank of Rwanda’s Intumwa platform. That local track record and language readiness – including Kinyarwanda – is now available to the wider range of corporate, government, and multi-country clients that Encrypted Co. Ltd serves.

Where the AI agents will be deployed
The deployment focus spans the workflows where Proto has the deepest track record in the region. For enterprise and government clients, this includes AI agents for frontline customer engagement across WhatsApp, SMS, and USSD – reaching customers whether they’re on a smartphone or a basic feature phone – as well as structured complaints intake, case routing, and resolution tracking that helps organisations meet service and regulatory obligations without scaling headcount proportionally. For supervisory and public bodies, it includes consumer protection infrastructure: complaints triage, dispute escalation, and the real-time visibility into incoming cases that institutions need to act on patterns rather than individual complaints.
These workflows are built to operate in the languages Rwandan users actually speak, including Kinyarwanda, so the AI agent capability is accessible rather than restricted to English or French speakers.
