Proto and Gogolook partner for AI agents at anti-scam centres

Proto has entered into a strategic partnership with Gogolook, the company behind Whoscall and ScamAdviser, to bring advanced, real-time scam detection into Proto’s AI-powered citizen engagement ecosystem. This collaboration integrates Proto’s multilingual, chat-first AI platform with Gogolook’s extensive database of malicious phone numbers, URLs, and domains, offering a modern and scalable approach to digital safety.

Gogolook contributes one of the region’s largest and most actively maintained scam-intelligence networks, strengthened by global and regional collaborations across cybersecurity, telecoms, and major digital platforms. Its continuously updated data assets enable precise classifications such as scam, fraud, malicious, suspicious, and telemarketing, providing users with clear and immediate risk assessments.

Through the Proto–Gogolook integration, citizens will be able to check the safety of phone numbers, URLs, and domains directly through AI agents hosted by their government’s anti-scam centres. When a citizens inputs a number, link or screenshot, the AI queries the Whoscall API and instantly returns a verified risk assessment, enabling citizens to make informed decisions before engaging with potentially harmful content.

This capability enhances Proto’s AI deployments for financial regulators, law enforcement, and local governments with the capability to advise upon potential scams and digital threats.

First deployment – the Scam Ba Yan initiative in the Philippines

The first implementation of this partnership will support the Cybercrime Investigation and Coordinating Center (CICC), the latest government agency in the Philippines to deploy a Proto AI agent. This deployment aligns with the CICC’s public Scam Ba Yan campaign and Proto’s ongoing scale-up of a national AI-enabled citizen support and complaints-management system backed by the Gates Foundation.

The CICC plays a central role in the country’s digital public-safety infrastructure. It serves as a key access point for citizens to report financial scams that disproportionately affect newly digital and newly banked consumers. With fraud estimated to cost the global economy $1 trillion annually – including almost 2% of the Philippines’ GDP – the national emphasis on scam prevention has become more urgent than ever.

Alongside active consumer-education campaigns such as Scam Ba Yan, the introduction of real-time scam verification via the Proto–Gogolook integration provides an immediate layer of protection for Filipinos checking suspicious phone numbers or URLs before taking action.

This deployment complements Proto’s existing nationwide infrastructure, which already connects regulatory agencies such as the Bangko Sentral ng Pilipinas and the Securities and Exchange Commission. Together, these agencies process high-volume citizen reports through unified, AI-powered routing, enabling more coordinated and rapid responses to scam-related cases.

Anti-scam coalition building recognized by the G20

To help combat scams, Proto has been building partnerships with other innovators like Gogolook. This year, Proto and FNA joined forces to develop an Anti-Scam Centre platform that won the G20 TechSprint 2025. This solution addresses one of the most pressing gaps in financial resilience by combining FNA's Money Trails real-time fund tracing platform with Proto's multilingual AI-driven citizen communication infrastructure. This integrated solution enables scam victims to discreetly report fraud in their native languages while financial institutions and regulators gain the ability to trace, freeze, and recover funds within seconds.

By integrating Gogolook's real-time scam intelligence into Proto's citizen engagement platform, users can verify suspicious phone numbers, URLs, and domains before engaging with potentially harmful content.
